EPC Ratings Explained: What the A–G Scale Means in 2026

If you are buying or renting a home in 2026, an Energy Performance Certificate (EPC) is one of the few documents you are legally entitled to see before you commit. It grades the property's energy efficiency from A (most efficient) to G (least), and it shapes everything from running costs to what a landlord is even allowed to let.

Yet most buyers glance at the coloured arrow and move on. Here is what the letter actually means — and why, across 29.2 million domestic certificates lodged in England and Wales (Energy Performance of Buildings Register, accessed 27 June 2026), more than half of homes sit below the band C line.

The headline: most UK homes are band D or worse

The single most common rating is D — 36.8% of all certificates. Add everything below it and the picture is stark: 55.3% of homes are rated D, E, F or G, while only 44.7% reach C or above. The top two bands are rare — A and B together account for just 12.5% of the stock.

So a "D" is not a bad result — it is the national norm. A "C" already puts a home in the more efficient 45%.

What an EPC actually is

An EPC is a standardised assessment of a building's energy efficiency, produced by an accredited domestic energy assessor who visits the property. By law it must be commissioned when a home is built, sold or let in England and Wales, and it must be available to prospective buyers and tenants. Each certificate is valid for 10 years and is published on the public Energy Performance of Buildings Register, where anyone can look it up for free (gov.uk, Find an energy certificate).

The certificate shows two things worth separating: the current rating (the home as it stands) and a potential rating (what it could reach if the recommended improvements were carried out).

The A–G scale is really a 1–100 score

Behind the letter sits a number. Every EPC produces an energy-efficiency score from 1 to 100, and the band is simply a slice of that range. The boundaries are fixed nationally — and the register confirms them exactly:

This matters because two band-D homes can score very differently — one at 56, one at 68 — and the one near the top of the band may need only a small change to tip into C. The number on the certificate tells you how close a home is to the next band; the letter alone does not.

Why ratings vary so much: it is mostly about age

The strongest single predictor of a home's rating is when it was built. Successive tightenings of the Building Regulations — insulation standards, double glazing, condensing boilers — mean newer homes start from a far higher baseline. The pattern across the register is almost monotonic:

A home built since 2003 is roughly 4.9 times more likely to be rated C or above than one built before 1945. That is why period terraces and Victorian conversions cluster in the D–E bands, while new-build estates and modern flats dominate the A–C end. What the rating affects

Running costs. A lower band generally means a more expensive home to heat and light, and the certificate models this. The relationship is directional and real, but treat the pounds-and-pence figure on an older certificate with caution: EPC running costs are modelled on standardised assumptions and dated fuel prices, so they rarely match a current bill under the prevailing Ofgem cap. What you can let. For landlords, the rating is not just informational. Under the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 — the Minimum Energy Efficiency Standard, or MEES — a domestic property generally cannot be let with an EPC below band E unless a valid exemption is registered. On the current register, the 4.6% of homes rated F or G fall below that floor. The government has consulted on raising the minimum in future; check gov.uk for the rules in force before relying on any threshold.

Flats versus houses. Modern, purpose-built flats tend to rate well because most of the apartment stock is recent — a gap quantified in the city-centre flat EPC green premium. Period conversions, by contrast, often sit in the same D–E bands as the houses they were carved from.

How a rating can change

Every EPC ends with a list of recommended improvements, each with the assessor's indicative cost and estimated saving. Common measures run from low-cost (draught-proofing, low-energy lighting, heating controls, hot-water cylinder insulation) to major works (loft and cavity-wall insulation, double or triple glazing, a heat pump or solar panels). Costs vary enormously by property, and the certificate's estimates are indicative only — the Energy Saving Trust publishes typical figures, and any installer should give a firm quote.

Crucially, the order of the score matters: a home at the top of band D (a score of 67 or 68) may reach C with a single modest measure, while one at 56 has much further to climb. Reading the score, not just the letter, tells you which is which.
