A home's energy rating is decided largely by when it was built — and that single fact splits England and Wales's biggest cities into two camps. Across 2.83 million domestic Energy Performance Certificates lodged for 13 major cities, Newcastle upon Tyne has the greenest housing stock, with 41.9% of certificates rated C or above, while Birmingham has the least, at 22.1%. A home in Newcastle is almost twice as likely to be rated C-or-better as one in Birmingham.

The figures below come from the public Energy Performance of Buildings register for England and Wales, counted in June 2026. An EPC rates a property from A (most efficient) to G, and band C is the line the government uses as its benchmark for an "efficient" home.

How 13 cities rank on energy efficiency

The two greenest are a North East city and a South Wales one — neither an obvious "new and shiny" candidate. The geography is consistent: the cities with the most recent and post-war stock (Newcastle, Newport, Cardiff, Manchester) lead, while those defined by large inventories of solid-wall Victorian and Edwardian terraces (Sheffield, Birmingham) trail. London sits mid-table despite its wealth, weighed down by a vast stock of period conversions.

(London's figure spans all 33 boroughs; every other city is a single local authority, so London's larger certificate count is expected.)

Why the gap exists: it is the age of the bricks

Group every dated certificate on the register by the era the property was built, and the pattern is stark and almost perfectly monotonic:

A home built since 2003 is nearly five times more likely to reach band C than one built before 1945. Successive tightenings of the energy rules in the Building Regulations (Approved Document L) — cavity-wall and loft insulation, modern double or triple glazing, condensing boilers — mean the rating tracks the decade of construction more closely than anything an individual owner has done. So the city table is, underneath, a map of building age. Cities with proportionally more post-war and 21st-century homes score higher; cities dominated by pre-1919 terraces score lower.

New homes explain the top — but not all of it

The cities at the top of the table are also building fastest. Of standard residential sales in 2024, new-builds made up:

Newcastle (Great Park and Gosforth) and Newport (the Glan Llyn regeneration of the former Llanwern steelworks) combine a high recent build rate with one that has run for years — so their whole stock skews young.

But recent building flow is only part of the story, and Manchester is the clean counter-example: it matches Newcastle's 15.9% new-build rate yet sits four places lower on greenness, because its large base of older terraces still outweighs the new apartment towers in the citywide total. The direction is consistent everywhere — younger stock is greener — but a city's overall rating is set by its entire age profile, not by how much it happens to be building this year.

Birmingham's single D band accounts for 48.5% of all its certificates, and nearly four in five Birmingham homes sit at D or below. Newcastle, by contrast, has more C-rated certificates than its E, F and G bands combined. What an EPC rating does — and does not — tell you

Two caveats matter. First, the band reflects a building's fabric and fixed services, not how a particular household actually lives. Second, the modelled annual running cost printed on a certificate uses standardised assumptions that are now more than a decade old and bear little relation to a current energy bill — the gap between bands is directional, but the printed pound figure is not a forecast of what you would pay. We report the band distribution because it is the robust, like-for-like measure across millions of certificates.

A lower band is not a verdict on a home or a street: much of the older stock is exactly the period housing many buyers prize, and a D-rated terrace can be improved. It does, though, signal where retrofit work — insulation, glazing, heating upgrades — is more likely to be needed, a real cost line that an asking price never shows.
